Is there a way a person with brownish black hair can get the tips to be neon pink without dying it blonde first? Like is there a good enough hair dye, like the stuff at hot topic?!

You can get a temporary 'crazy' color dye, [quality stuff] at Sally Beauty Supply for cheap. Its nothing permanent, and won't affect your natural hair underneath. It lasts about a week, [therefore you touch it up once a week], and if you get tired of it, you simply wash it a couple extra times in the shower and it's done.
I'm actually planning on the same thing...I have the tips of my hair dyed platinum blonde, [i have dark brown hair], and I'm going to use temporary hot pink over the tips just for fun. My hair stylist, who is a well known one, and has worked with the best, recommended this, so I trust this advice 100%. :)
